(a) Who are termed as marginalised group?
Ans: People who are economically, socially and educationally backward and are deprived of development and basic facilities in society are termed as marginalised group.
(b) From where the British brought labours for tea-plantation of Assam?
Ans: The British brought labourers from central India for tea-plantation of Assam.
(c) Which Act has made Primary Education free and compulsory?
Ans: The Right to Education Act, 2009 has made primary education free and compulsory.
(d) What harm can the river dam cause?
Ans: Big river dams cause displacement of people, loss of habitation, environmental imbalance and loss of livelihood of the people living in the affected areas.
2. Write answers:
(a) What leads to the formation of marginalised group? What are their main problems?
Ans: Lack of political representation, lack of economic progress, lack of education and declining population lead to the formation of marginalised groups. Their main problems are poverty, lack of education, unemployment, social neglect, displacement from land and lack of basic facilities.
(b) What facilities are provided to the students of schedule caste and schedule tribe by the Constitution?
Ans: The Constitution has provisions for reservation of seats in educational institutions and technical education. Special scholarships are provided to the students of schedule caste and schedule tribe for higher education.
(i) The people of marginalised groups can claim for redressal in case their fundamental rights are violated.
(ii) There is provision for reservation of seats in educational and technical institutions for the upliftment of various tribes.
(iii) Special scholarships are provided to the students of Scheduled Caste and Scheduled Tribe for higher education.
(iv) In Assam, there is a Tea Tribes Welfare Council for welfare and security of the tea tribes.
(v) Provision of land reservation has been made for tribal people.
(vi) In view of laws relating to untouchability, provisions are laid for development of cooperation and mutual understanding among all people.
(vii) The Constitution has provisions for the protection of language and culture of the minorities.
(viii) Under the Right to Education Act, 2009, free and compulsory primary education to all children up to the age of 14 years has to be ensured.
(c) What type of local self governments institution are there for the tribes living in hills? Write two names of such local self government.
Ans: For the socio-economic development of the tribal people, there is provision for constitution of local self-government institutions.
There are Autonomous District Councils for the tribes living in the hills so as to enjoy their constitutional rights.
Two such local self-government institutions are:
(i) Karbi Anglong Autonomous District Council.
(ii) North Cachar Hills Autonomous District Council.
(i) Autonomous District Councils and Gram Sabhas and Panchayats under PESA.
