(a) The governance system in India can be divided into how many levels?

Ans: The governance system in India can be divided into three levels – Central, State and Local.

(b) What is meant by Local Self Government?

Ans: Every place has some regional problems of its own. The special system of governance through which these problems are solved locally is called Local Self Government.

(c) Mention the need of Local Self Government.

Ans: The needs of Local Self Government are:

(i) Local problems can be solved quickly.

(ii) Participation of local people is ensured.

(iii) Awareness and sense of responsibility among people increases.

(iv) Villages and local areas develop.

1. What is referred to as ‘Local Government’?

Ans: Local government refers to the locally formed self-governing bodies such as Gram Panchayat, Municipality, etc.

2. A Gram Panchayat is divided into how many parts?

Ans: A Gram Panchayat area is divided into ten parts.

3. Mention any two functions of the Gram Panchayat.

Ans: (i) Supply of water and maintenance of water pipelines.

(ii) Rural development works such as roads, toilets etc.

4. Write briefly about Gram Sabha.

Ans: The people having voting rights within the Gram Panchayat area form the Gram Sabha. The President of the Panchayat presides over the meeting. At least 10% of the voters or minimum 100 voters must be present in the meeting. Gram Sabha must be held at least four times a year. In this meeting, problems of the Gram Panchayat area are discussed and solutions are decided. The Gram Sabha provides necessary help and advice to the Gram Panchayat in performing its functions.

5. How is the Anchalik Panchayat formed?

Ans: The Anchalik Panchayat is formed by the elected representatives and members from the Gram Panchayats of the area.

6. Mention the state and the district in which Gram Panchayat was established for the first time in India.

Ans: The first Gram Panchayat in India was established on 2 October 1959 at Bagdari village in Nagaur district of Rajasthan.
